New Topic tab

Can anyone help me how to add the "New Topic" tab to the topic pages please?
I have searched the forum but no joy..
Am using 20RC1-2, default theme.
Here is a pic of the topic page where I want to add the tab.

Hmmmmmm... it's possible. Very possible, and probably a small edit is needed.

I'll make a mod that does it.
