Packages can't be installed?

Went to install a new package the other day and got this (after no changes)

An Error Has Occurred!
                                    You cannot download or install new packages because the Packages directory or one of the files in it are not writable!          

I've checked all the permissions in FTP, all are set to 777. Wtf? Even tried setting all files to writable through options under packages, just defaults back to only required files are writable.

Any thoughts?
