I ended up asking my host for some help since some of the messages I found pertaining to this issue said it was a host problem. They didn't say anything about it being their problem but they did say I probably had to change the permission to 777 so I did and it seems to be working.
I have a non administration account on my site so I can check things as a regular member and I was able to upload an avatar, however it leads me to more confusion only this time it has to do with what the image looks like when you upload it from your computer.

I ran into a problem at Smokey's site with an avatar getting all squished when I added it from a photobucket account.
The same thing happens at my site yet an image looks perfect if I upload the exact same image  to the site from my computer.
Apparently the upload feature re sizes the image and keeps it proportioned correctly but adding it from photobucket doesn't.
Any ideas why?

Ahhhh.....

Admin > Attachments and Avatars > Avatar Settings

Configure those setting properly.

I believe they were configured properly since it was working up until a week or so ago and I never made any changes there. In fact, once I found out there was a problem and I went looking for some help as to how to fix this, I looked at the settings and wondered what would happen if I tried making some changes only I didn't really understand all the options so I figured I just better leave everything alone.
Now that I've changed the permission to 777, it's working and I still didn't do anything to the admin>.attachments and avatars settings.

One of the options was to have the attachments and avatars saved to a file off of my host site. What kind of a site are they talking about? Could I link it to a photobucket account? Would they need a password in order to upload something?
I'm not sure I really like the idea of people uploading files to a file at my host site since I don't want to use up all my space and I'm worried about bandwidth stealing.
No matter how many times you tell people not to copy and paste pictures, they still do it.

Sheryl, its ok for them to upload a avatar, its not taking up that much room. as far as linking to photobucket etc., its your site and you can make the rules.. the avatars, you can specify what folder they go in.. (they dont end up in a file ;)  ) and normally they go into the attachements folder.. most people are used to being able to upload their avatar to the site or linking it to a place off site so either way will work

as far as you worrying about image thieft, there are a few mods out there that can stop that.. just search on the smf site for images and it might pull it up.. the one im thinnking on is:

Thanks Smokey. I'll look into that. I think I may have come across something that helps prevent theft only if I remember correctly, it may also have taken away the ability to do any right clicking and I really don't want to do that.
Sometimes I like to check the properties on pictures that get uploaded just to be sure they haven't been copied from someone's site. If you can't right click, you can't do that, but I'll look at that link you posted and check it out.
I think I'll also look into using photobucket for storage.
I store pictures there but I've never checked in to sharing certain files with people.
I did set up a photobucket account for pictures that pertain only to my site and allow the members to see it. They can't add any pictures to it unless they sign up for an account, and then I don't think the pictures would go to that site. Of course I could be wrong.
I guess I better check into some photobucket settings, lol.
