In features and options there is a spot to change the overall time offset.

have you tried using +13? i think there is a smf bug in relation to the time offset.

the default forum time offset is probably  -7

and phillipines is +8

+5 +8 is 13. you should now be using the correct time on these forum.

+8 time offset is for all place in +3 gmt time zone.

EDIT:
if you are located after GMT you add 5 to your time zone to get the correct time offset.

glad to know my theory worked. but isn't the Philippines in the +8 time zone.  or you computer is an hour ahead. i think the time format should be in 12 hour format by default. The timezone offset is gmt based.

when you are in Look and Layout Preferences whne modifying your profile is the time format drop down menu showing (default format) or you can select am/pm format it is after (default format). that should change your 24 rs format to 12 hrs format.

Actually the time is taken from the server so if your server isn't where you are that might explain some of your issues.
