settings.php question

Im trying to upload a new copy of tp98 on a new SMF 1.1.4

I need to change from "english-utf8" to "english" so it creates a button on the nav bar and access to tp admin right?

Well i cant do that.   When i go to server sttings i see this "These settings cannot be changed because Settings.php is read only." ......and everything is is greyed out.

I went to the folder and changed from 644 to 755 but is not working.  What gives?

Argh!   Never mind.   It worked with 666 :righton
